"Senior Aerospace" increases production lines to supports the "Sattahip model."

Senior Aerospace (Thailand) Co., Ltd., a manufacturer of aircraft parts for more than 15 years, is investing as opposed to COVID-19 by increasing the production line with quality partners. They ready to join the Sattahip model. This model will include personnel development to support government policy, which pushes Thailand to the center of the aviation and aircraft industry in Asia.

The company is increasing the production line to support the project of the "Sattahip Model." The company also welcomed Mr. Narong Phaengpholsong, Secretary-General of the Vocational Education Committee, led the administrators and teachers of Sattahip Technical College in a visit to Senior Aerospace Thailand to further collaboration towards a collective goal of building a labor force for the future of aerospace manufacturing continuously. Besides, a company participating in creating a technical parts production course in the "Sattahip Model."

The shortage of skilled labor is a significant problem for national development for a long time contrary to the needs of the developing sector, and in the period of the global economic system is changing into the digital 4.0 era. The numbers from the Ministry of Labor show that the most labor shortage is "Technically skilled workers" that currently lacking approximately 7,000 to 8,000 people, but expectations demand up to 119,000 positions when fully opening the development of the EEC project.

As we knew, the Eastern Economic Corridor (EEC) Project is a strategic plan under Thailand 4.0 policy with the primary goal of fulfilling the overall picture of investment promotion. This project will upgrade the country's industry and increase competitiveness. Also, make Thailand's economy can grow in the long run. The first phase is area improving in 3 provinces, Chon Buri, Rayong, and Chachoengsao, to be an exclusive economic zone in the eastern region to systematically and efficiently support the economic drive. These areas will manage through mechanisms under the supervision of The Eastern Economic Corridor Policy Committee. Besides, the study of critical problems in the EEC project is "lacking skilled labor."

The Sattahip Model is considered one of the personnel development plans for education, research, and technology of The Eastern Economic Corridor Development Policy Committee, which aims to be a prototype model. This model will create high-skilled workers to meet the manufacturing sector's needs and support the development of the Eastern Economic Corridor (EEC) and especially nearby areas.

The Sattahip Model curriculum is the mission of each "College" that will have a duty to select subjects that open with "Establishments in the EEC" with tools, knowledge, personnel, and expertise in that field. In the labor market, there is a need for personnel in that field. The establishment will join the curriculum design because each subject is still lacking knowledgeable teachers with expertise, especially subject related to NEWS-Curve, which include the robot industry, Aviation, Logistics Industry, Biofuel, and biochemical industry, Digital industry, and the medical device industry.

Senior aerospace (Thailand) Co., Ltd. is an expert in the production and assembly of aircraft parts is responded to the country development policy. Therefore, the company collaborated with Sattahip Technical College to build highly skilled workers in the aviation and logistics industry and to produce general bilateral student systems. The course can open the course after the COVID-19 situation had been resolved. Each year it is expected to produce 15 students with high skills in the production and repair of aircraft parts. In the first year, we can produce 11 students.

Mr. Simon Shale, Chief Executive Officer of Senior Aerospace (Thailand) Co., Ltd., said that "We have jointly developed a curriculum ready for the first semester of the academic year of 2020. For the admissions process, six candidates with a certified vocational degree in Machine Tool Technology and five employees from our company have been selected."

The total of 11 candidates in the first graduating class will receive a full-ride scholarship funded by Senior Aerospace Thailand and a diploma in Manufacturing Technology for Aerospace Parts.

On this occasion, Mazak and Mitutoyo have generously agreed to support the effort through their sponsorship of the machines to accommodate the courses. The expansion of the production line to support the project The 'Sattahip Model' company has entrusted by Pata Engineering Company Limited as the operator.

"Although the center of the ASEAN aerospace industry is in Singapore, Thailand has the potential to develop ourselves to be the forefront of the region under the support of the Thai government and agencies such as the BOI. They are trying to create incentives to make Thailand more attractive to international investors. In case Thailand desire to be a production base for exports, quality at an international standard is essential and is the ticket to the global aircraft market. It will come from skilled labor, which, despite the high investment but worth it because if we get a customer, then it is usually a long-term contract. All parties must cooperate, and the company also a continuous investment to increase production efficiency, whether in machinery or factory expansion. Certification standards include AS 9100, ISO 9001, ISO 45001: 2018, NADCAP, as well as certificates from partners like Rolls-Royce making Thai products well-accepted by customers in Europe, America, and Asia. I see Thailand is a rising star in this field and not second to anyone, but we must have enough courage to risk-taking and cooperation, "said Mr. Simon.

The Sattahip Model is based on principles 'Learn - Know – Action' that will receive benefits and compensation during the study, such as monthly allowances around 4000-5000 baht. Also, the opportunity of internships in the establishment which establishment pay wages at a rate not less than the minimum wage and guarantees of getting a job. When completion of the course, it will have 100% employed, with a monthly income of not less than 20,000 baht.

Mr. Narong Phaengpholsong, Secretary-General of the Vocational Education Committee, said that if the 'Sattahip Model' is successful and can be Expand to other areas by a vocational personnel development department. There is an assessment of the Production capability of vocational laborers in the market in the EEC area. It will support ten target industry groups in 2021, in which the expectation of demand for skilled labor is approximately 119 thousand. In the past year, we were able to produce 20 thousand and plan that we do in 2021 will produce 2.68 thousand, or increase an average of 12.4% per year. However, when compared with the demand for vocational labor in the target industry that will occur in the EEC area in 2021, we still need to create additional 5.64 ten thousand highly skilled workers. If the "Sattahip Model" is successful, we will be able to expand throughout the country and produce enough skilled workers to meet the market's needs in the future without having to import skilled labor.

The Aeroengine business predominantly manufactures Aerofoils for high/low pressure stages of the engine compressor of Rolls Royce, CFM, IAE (via Rolls Royce) and Pratt & Whitney (via MTU) engine platforms. 

From the situation of COVID-19 causing the global aviation industry to enter into a crisis. However, the global aircraft aftermarket parts market can continue according to many airlines cancel their plans to buy new aircraft and use maintenance methods for the old aircraft to extend lifespan.

นายไซมอน เชล ประธานเจ้าหน้าที่บริหารฝ่ายปฏิบัติงาน บริษัท ซีเนียร์ แอโรสเปซ (ไทยแลนด์) จำกัด เปิดเผยว่า บริษัทฯ ได้เตรียมความพร้อมในหลายด้าน หลังขานรับนโยบายรัฐที่จะผลักดันให้ไทยเป็นศูนย์กลางอุตสาหกรรมการบินและอากาศยานชั้นนำของภูมิภาคเอเชีย ด้วยการเพิ่มไลน์โรงงานผลิต เพื่อรองรับโปรเจค "สัตหีบโมเดล" ล่าสุด ทางบริษัทฯ ให้การต้อนรับ นายณรงค์ แผ้วพลสง เลขาธิการคณะกรรมการการอาชีวศึกษานำคณะผู้บริหารและอาจารย์ "วิทยาลัยเทคนิคสัตหีบ" เข้าเยี่ยมชมบริษัท เพื่อต่อยอดความร่วมมืออย่างต่อเนื่องในการสร้างแรงงานในอนาคต ร่วมจัดทำหลักสูตรเทคนิคการผลิตชิ้นส่วนอากาศยานในโปรเจค "สัตหีบโมเดล"

ปัญหาขาดแคลนแรงงานฝีมือ เป็นปัญหาใหญ่ในการพัฒนาประเทศมาอย่างยาวนาน สวนทางกับความต้องการของภาคผลิตที่กำลังพัฒนาและอยู่ในช่วงที่ระบบเศษฐกิจทั้งโลกกำลังปรับเปลี่ยนเข้าสู่ยุคดิจิทัล 4.0 ทั้งนี้ ตัวเลขจากกระทรวงแรงงานเผยว่า ส่วนที่มีการขาดแคลนแรงงานมากที่สุดคือ "แรงงานฝีมือด้านเทคนิก" ที่ขณะนี้ขาดแคลนอยู่ราว 7-8 หมื่นคน และคาดว่าจะมีความต้องการมากถึง 1.19 แสนตำแหน่งเมื่อเปิดการพัฒนาโปรเจค EEC อย่างเต็มตัว

อย่างที่ทราบกันดี โครงการเขตพัฒนาพิเศษภาคตะวันออก (EEC) เป็นแผนยุทธศาสตร์ภายใต้ ไทยแลนด์ 4.0 มีเป้าหมายหลักในการเติมเต็มภาพรวมในการส่งเสริมการลงทุน ซึ่งจะเป็นการยกระดับอุตสาหกรรมของประเทศ เพิ่มความสามารถในการแข่งขันและทำให้ เศรษฐกิจของไทยเติบโตได้ในระยะยาว โดยในระยะแรกจะเป็นการยกระดับพื้นที่ในเขต 3 จังหวัดคือ ชลบุรี ระยอง และฉะเชิงเทรา ให้เป็นพื้นที่เขตเศรษฐกิจพิเศษภาคตะวันออกเพื่อรองรับการขับเคลื่อนเศรษฐกิจอย่างเป็นระบบและมีประสิทธิภาพ ผ่านกลไกการบริหารจัดการภายใต้การกำกับดูแลของ คณะกรรมการนโยบายพื้นที่เขตเศรษฐกิจพิเศษภาคตะวันออก (สกพอ.) ทังนี้จากการศึกษาปัญหาสำคัญอย่างนึงในการปั้นโปรเจค EEC นี้คือ "ปัญหาขาดแคลนแรงงานฝีมือ"

ทั้งนี้ ‘สัตหีบโมเดล’ ถือเป็นหนึ่งในแผนการพัฒนาบุคลากร การศึกษา การวิจัย และเทคโนโลยีของ คณะกรรมการนโยบายการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (กนศ.) มีวัตถุประสงค์เพื่อนำมาเป็น "โมเดลต้นแบบ" ในการสร้างบุคลากรแรงงานทักษะสูงให้เพียงพอต่อความต้องการของภาคผลิต รองรับการพัฒนาพื้นที่ระเบียงเศรษฐกิจภาคตะวันออก หรือ EEC และพื้นที่ใกล้เคียงโดยเฉพาะ

หลักสูตร สัตหีบโมเดล เป็นภารกิจของแต่ละ "วิทยาลัย" ที่จะมีหน้าที่ ‘คัดสรรสาขาวิชา’ เปิดขึ้นมาร่วมกับ "สถานประกอบการใน EEC" ที่มีเครื่องมือ ความรู้ บุคลากร มีความชำนาญในสาขาวิชานั้นๆ และในตลาดแรงงานต้องมีความต้องการบุคลากรในสาขาวิชานั้นๆ สถานประกอบการจะเข้ามาร่วมออกแบบหลักสูตร เนื่องจากในแต่ละสาขาวิชานั้นยังขาดครูอาจารย์ที่มีความรู้ มีความชำนาญจริงๆ โดยเฉพาะสาขาวิชาที่เกี่ยวข้องกับ NEWS-Curve ได้แก่ อุตสาหกรรมหุ่นยนต์ อุตสาหกรรมการบินและโลจิสติกส์ อุตสาหกรรมเชื้อเพลิงชีวภาพและเคมีชีวภาพ อุตสาหกรรมดิจิตอล และอุตสาหกรรมอุปกรณ์การแพทย์

ทั้งนี้ บริษัท ซีเนียร์ แอโรสเปซ (ไทยแลนด์) จำกัด ผู้เชี่ยวชาญด้านผลิตและประกอบชิ้นส่วนอากาศยาน ได้ตอบสนองต่อนโยบายพัฒนาประเทศดังกล่าว จึงได้ร่วมมือกับ "วิทยาลัยเทคนิคสัตหีบ" เพื่อสร้างบุคลากรแรงงานทักษะสูงด้านอุตสาหกรรมการบินและโลจิสติกส์ ผลิตนักศึกษาระบบทวิภาคีทั่วไป คาดว่าจะเปิดหลักสูตรได้หลังสถาณการณ์โควิดคลี่คลาย ซึ่งในแต่ละปีคาดว่าจะสามารถผลิตนักศึกษาทักษะสูงด้านการผลิตและซ่อมชิ้นส่วนอากาศยานให้จบออกมาได้ปีละ 15 คน โดยปีแรกจะผลิตนักศึกษาจะผลิตออกมา 11 คน

นายไซมอน เชล ประธานเจ้าหน้าที่บริหารฝ่ายปฏิบัติงาน บริษัท ซีเนียร์ แอโรสเปซ (ประเทศไทย) กล่าวว่า "เราได้พัฒนาหลักสูตรที่พร้อมสำหรับภาคการศึกษาแรกของปีการศึกษา 2563 มีผู้สมัครที่ผ่านการคัดเลือกจำนวน 6 คนที่จบการศึกษาระดับปวช. ผ่านการศึกษาในสาขาเทคโนโลยีเครื่องมือและเครื่องจักรกล และได้รับการคัดเลือก 5 คนจากบริษัทของเรา"

รวมผู้ถูกคัดเลือกทั้งหมด 11 คนในชั้นเรียนแรก ซึ่งจะได้รับทุนการศึกษาเต็มรูปแบบจาก บริษัท ซีเนียร์ แอโรสเปซ (ไทยแลนด์) จำกัด และประกาศนียบัตรด้านเทคโนโลยีการผลิตสำหรับชิ้นส่วนอากาศยาน

ในโอกาสนี้ Mazak และ Mitutoyo ได้ตกลงให้ความร่วมมือกับโปรเจคนี้ด้วยความเสียสละในการช่วยสนับสนุนเครื่องจักรเพื่อรองรับหลักสูตร ส่วนการขยายไลน์ผลิตเพื่อรองรับโปรเจค ‘สัตหีบโมเดล’ นั้น บริษัทได้ให้ความไว้วางใจ บริษัท พาต้า เอ็นจิเนียริ่ง จำกัด เป็นผู้ดำเนินการในครั้งนี้

"แม้ปัจจุบันศูนย์กลางของอุตสาหกรรมอากาศยานอาเซียนจะอยู่ที่สิงคโปร์ แต่ไทยก็มีศักยภาพที่จะพัฒนาตัวเองขึ้นมาอยู่ในแถวหน้าของภูมิภาคได้ภายใต้การส่งเสริมของรัฐบาลไทยและหน่วยงานอย่างบีโอไอ ที่พยายามสร้างแรงจูงใจทำให้ประเทศไทยน่าดึงดูดใจมากขึ้นในสายตานักลงทุนนานาชาติ การที่ไทยจะเป็นฐานการผลิตเพื่อส่งออกนั้น คุณภาพในระดับมาตรฐานสากลเป็นสิ่งจำเป็นและเป็นใบเบิกทางสู่ตลาดอากาศยานระดับโลก ซึ่งต้องมาจากแรงงานทักษะฝีมือดี ซึ่งแม้จะมีการลงทุนสูงแต่ก็คุ้มค่า เพราะหากได้ลูกค้าแล้วก็มักจะเป็นสัญญาระยะยาว ทุกฝ่ายต้องร่วมมือกัน บริษัทเองนั้น ก็มีการเพิ่มการลงทุนมาโดยตลอดเพื่อเพิ่มประสิทธิภาพการผลิต ไม่ว่าจะเป็นในด้านเครื่องจักรหรือการขยายโรงงาน มาตรฐานรับรองนั้นมีทั้ง AS 9100 , ISO 9001, ISO 45001:2018, NADCAP รวมทั้งใบรับรองจากคู่ค้าอย่างโรลส์-รอยซ์ ทำให้สินค้าที่ผลิตจากไทยเป็นที่ยอมรับจากลูกค้าทั้งในยุโรป อเมริกา และเอเชีย ผมมองว่าไทยเป็นดาวรุ่งในด้านนี้ และไม่เป็นที่ 2 รองใคร แต่เราต้องกล้าทำ กล้าเสี่ยง และร่วมมือกัน” นายไซมอน กล่าวทิ้งท้าย

‘สัตหีบโมเดล’ อยู่บนหลักการ ‘เรียนรู้-รู้จริง-ลงมือทำจริง’ จะได้รับสิทธิประโยชน์ค่าตอบแทนในระหว่างการเรียน อาทิ ได้เบี้ยเลี้ยงเดือนละ 4-5 พันบาท ได้ฝึกงานในสถานประกอบการ โดยที่สถานประกอบการจ่ายค่าจ้างในอัตราไม่ต่ำกว่าค่าแรงขั้นต่ำ และมีหลักประกันในการได้งานทำที่แน่นอน เมื่อสำเร็จการศึกษาตามหลักสูตรแล้ว มีงานทำ 100% โดยคาดว่า รายได้ต่อเดือนไม่ต่ำกว่า 20,000 บาท

นายณรงค์ แผ้วพลสง เลขาธิการคณะกรรมการการอาชีวศึกษา กล่าวว่า หาก ‘สัตหีบโมเดล’ ประสบความสำเร็จ สามารถจะนำไปขยายในพื้นที่อื่นๆ ได้ โดยแผนการพัฒนาด้านบุคลากรระดับอาชีวะ มีการประเมินความสามารถในการผลิตแรงงานอาชีวะเข้าสู่ตลาดในพื้นที EEC เพื่อรองรับ 10 กลุ่มอุตสาหกรรมเป้าหมายในปี 2564 ที่คาดว่าจะมีความต้องการแรงงานฝีมือถึง 1.19 แสนตำแหน่ง โดยในปีที่ผ่านมาเราสามารถผลิตได้ 2 หมื่นคน แผนที่เราทำอยู่ภายในปี 2564 จะผลิตได้ 2.68 หมื่นคน หรือเพิ่มขึ้นเฉลี่ยปีละ 12.4% แต่เมื่อเทียบกับความต้องการแรงงานอาชีวะในอุตสาหกรรมเป้าหมายที่จะเกิดขึ้นในพื้นที่อีอีซี ในปี 2564 แล้วพบว่าเรายังต้องสร้างแรงงานทักษะสูงเพิ่มอีก 5.64 หมื่นคน ซึ่งหาก "สัตหีบโมเดล" ประสบความสำเร็จ เราจะสามารถต่อยอดขยายไปได้ทั่วประเทศ และจะสร้างแรงงานทักษะสูงให้เพียงพอกับความต้องการของตลาดได้ในอนาคต โดยไม่ต้องนำเข้าแรงงานฝีมือดี

จากสถาณการณ์โควิด ทำให้อุตสาหกรรมการบินทั่วโลกเข้าสู่ขั้นวิกฤติ อย่างไรก็ตามคาดว่า "ตลาดชิ้นส่วนหลังการขายเครื่องบินทั่วโลก" (The global aircraft aftermarket parts market) ยังพอไปได้ เนื่องจากหลายสายการบินยกเลิกแผนในการซื้อเครื่องบินใหม่ และใช้วิธีซ่อมบำรุงเครื่องบินเดิมให้ดีเพื่อยืดอายุการใช้งานให้ยาวนานขึ้น
